In 2013 the Texas State Legislature passed HB 4 and SJR 1, historic measures to fund the State Water Plan. Voters approved a $2 billion transfer from the Rainy Day Fund as seed money for the newly created State Water Implementation Fund for Texas (SWIFT). The SWIFT will be used exclusively to provide low-interest loans for projects included in the State Water Plan. Implementation is now well underway.
