Position Description

POSITION SUMMARY

This position requires advanced level construction work involving the continuous, onsite inspection of municipal-type construction as assigned by the Construction Inspector Supervisor. May provide guidance to coordinate work of Construction Inspector I.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Inspects the construction of all new facilities for the Authority for the purpose of determining that such facilities are completed in accordance with the plans and specifications.

2. Advises the Construction Inspector Supervisor when the Contractor does not implement corrective action.

3. Keeps a daily log of all activities, weather conditions, quantities of work, etc.

4. Verifies the quantity of work accomplished on each monthly estimate, signs, and recommends for payment.

5. Ensures that all materials and equipment installed conform to approved submittals.

6. Available to the Contractor during all working hours for the purpose of resolving questions that may arise concerning the construction.

7. Ensures that construction activities are confined to certified easements or project sites and that special conditions of easement grants are fulfilled.

8. When necessary, reviews Contractors' weekly payrolls and interviews Contractor’s employees for compliance with Davis-Bacon requirements. May require extended work hours or weekend work hours.

9. Coordinates Contractor’s activities with project plant operations.

10. Reviews contract documents.

11. Coordinates various tests of material and equipment such as concrete slump test, compression test, and soil density test where needed.

SUPERVISORY RESPONSIBILITIES

This position does not regularly provide work leadership or full personnel management to any employees.

FINANCIAL RESPONSIBILITY

No significant financial responsibility.

QUALIFICATIONS

EDUCATION

High school diploma or GED. Sixty college credit hours in the field of math and/or physics preferred.

EXPERIENCE

Six years of on-the-job training as a minimum with four years in construction-related work.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Texas driver's license.

KNOWLEDGE

Basic math.

SKILLS AND ABILITIES

This position performs duties with minimal supervision and may coordinate the work of more junior inspectors. Ability to read and interpret plans and specifications is essential in order to locate and prevent potential problems.

GUIDANCE RECEIVED

Receives periodic supervision and uses guidelines/range of procedures. Follows periodic direct instructions and guidelines, uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy, or procedure are referred to a supervisor or more senior position. Incumbent must exercise judgment about whether to escalate issues.

PHYSICAL DEMANDS

This position requires moderate physical exertion with daily lifting requirements of up to 25 pounds and lifting of up to 60 pounds on occasion.

WORKING CONDITIONS

Working conditions include exposure to weather and chemical hazards. The position may require relocation for an extended period.

TOOLS AND EQUIPMENT USED

Surveyor's transit, survey level, rod, steel tape, camera, laptop, coating tools, and electrical metering.
