This position plans and directs the collection system operation and maintenance activities of repair, rehabilitation, inspection, surveillance, and surveying. Evaluates engineering design of point of entries, construction within TRA easements, and Capital Improvement Projects. Coordinates with contracting parties, consultants, contractors, land owners, and across TRA departments on all aspects of the collection system. Provides engineering expertise to other Authority departments as required.

Position Minimum Experience
Five years of experience in water, wastewater, or general civil engineering with supervisory experience.
CERTIFICATES, LICENSES, REGISTRATIONS (any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)
Valid Texas driver's license. Licensed Professional Engineer in the State of Texas desired. Texas Commission on Environmental Quality (or predecessor agency) Wastewater Collection System Class II Certificate of Competency preferred.
KNOWLEDGE (Information or facts that employee must know in order to be able to perform the work)
Must possess knowledge of hydraulics, soil mechanics, strength of materials, construction methods, surveying, drafting, treatment processes, minor chemistry and technical writing abilities.
SKILLS AND ABILITIES (developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)
Ability to communicate effectively and supervise employees and tasks. Represent TRA to contracting parties, consultants, contractors, developers, and land owners as required.
Qualifications
Preferred Education
Bachelor of Science in civil engineering or related field.
Scope of Responsibilities
1. Functions as a liaison between the Authority and contracting parties, construction contractors and consulting engineers in approving, coordinating and inspecting various projects.
2. Directs surveillance, field inspections, and investigations of erosion, odor, and infiltration to determine repair and maintenance requirements for the collection system.
3. Prepares manhole guidelines and technical reports, budget cost estimations and feasibility studies as required.
4. Supervises drafting activities, line surveillance, and collection system repair activities.
5. Conducts routine engineering investigations, review engineering designs and specifications as required, including point of entry, construction within TRA easements, and Capital Improvement Projects.
6. Provides engineering and technical assistance to other Authority departments as required.
7. Develops and maintains functional engineering files and library for record drawings, construction permits, points of entry and maintenance records.
8. Develop and maintain Work Management and Asset Management systems (Lucity, InfoMaster).
9. Develops, improves and ensures that proper safety practices and procedures are observed.
10. Directly supervises Collection System employees to include hiring, training, scheduling and performance evaluation.
SUPERVISORY RESPONSIBILITIES
Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations for a position’s direct and indirect reports.
FINANCIAL RESPONSIBILITY
Prepares and recommends Collection System Group budget items to Collection System Manager.

Makes recommendations to managers on policy and process improvements after considering/analyzing various alternatives to optimize system performance. Proactively addresses needed changes to policies, methods and procedures and obtains approval.
PHYSICAL DEMANDS
This position requires moderate physical exertion with lifting requirements up to 10 pounds daily and occasional lifting from 10-50 pounds. Physical mobility required in order to inspect construction sites and work in the field.
WORKING CONDITIONS
Most duties are carried out in an office environment; some field work required. Working conditions include exposure to weather, odor, chemical hazards, gases and dust.

GPS Surveying equipment, drafting equipment, office equipment, and Authority vehicles.
