Position Description

The Project Engineer is responsible for developing, planning, designing, and commissioning construction projects funded through the System's capital improvement program (CIP) as well as operations and maintenance (O&M) budgets. The Project Engineer participates in project identification, project integration, development of planning-level cost estimates, review of design deliverables (reports, plans, and specifications), management of professional services contracts, and monitoring of progress during the construction phase of the project. The Project Engineer supervises graduate engineers and engineering technicians, as appropriate.

Position Salary

Salary starts at $70,726.00. Rate of pay depends upon qualifications.

Position Notes

Working conditions are in an office and field environment. Operates a company vehicle on an occasional to frequent basis. The office is located at 2800 U.S. Hwy. 281 N., San Antonio, TX 78212.

Position Minimum Experience

- Bachelor's Degree in Civil Engineering, Environmental Engineering, Chemical Engineer, or a related engineering field from an institution accredited by a nationally recognized accrediting agency.
- Four years' progressive experience in engineering.
- Licensed Professional Engineer in the State of Texas, or if the license is held in another state, must obtain Texas license within six months of appointment.
- Valid Class "C" Texas Driver's License consistent with SAWS Driving Policy.
- Proficient in word processing, spreadsheet, database, and presentation software.

Qualifications

Preferred Education

Master's Degree in Civil Engineering, Mechanical Engineering, Chemical Engineering, or a related engineering field from and institution accredited by a nationally recognized accrediting agency.

Scope of Responsibilities

- Identifies projects; develops project scopes; manages the planning, design, construction, and implementation of projects
- Directs project execution, assigns resources to projects, delegates tasks and activities, and monitors implementation schedules for projects.
- Prepares, seals, and certifies plans and specifications; prepares and/or reviews construction documents, cost estimates, plats, easements; performs and/or reviews hydraulic modeling and analysis of existing and future SAWS infrastructure, and other submittals by engineering consultants and internal staff for completeness and correctness. May include large-scale and long-term projects.
- Prepares request for qualifications (RFQs); evaluates interest statement submittals; ensures effective implementation of professional services contracts; and, negotiates scope, budget, and schedule for professional services contracts.
- Implements and executes multiple projects concurrently varying in scope, size, complexity, and schedule; manages project activities; tracks project progress; ensures consultants and contractors adhere to contract scope, budget, and schedule; and, assesses quality performance of the team.
- Negotiates contracts, settlements, and issues with SAWS contractors, consultants, and the public; and, prepares contract amendments for professional services contracts.
- Manages the design of water and wastewater infrastructure projects by assessing progress, quality of the design deliverables, and budget status; reviews design deliverables (reports, plans, and specifications); reviews interim deliverables for projects; assures conformance of contract documents (plans and specifications) to TCEQ Rules and Regulations as well as SAWS standards.
- Monitors status of projects during the construction phase by attending construction progress meetings and conducting periodic site visits; supports Construction Management staff; ensures consultants provide support services in a timely manner; reviews submittals, requests for information (RFIs), meeting minutes, and analytical test reports; assures conformance to the contract plans, construction and material specifications and SAWS standards; ensures consultant reviews and approves monthly pay estimates and schedules submitted by the contractor; and, verifies consultant's participation in the negotiation of construction change order including development of an independent cost estimate (ICE) during the Request for Proposal (RFP) stage of the process.
- Leads teams in acquiring necessary project permits; ensures all necessary permits have been submitted to appropriate regulatory agencies, prior to project advertisement.
- Provides engineering support and technical knowledge to other departments within SAWS for special projects including development of regulations, specifications, contracts, and studies.
- Establishes and maintains effective working relationships with internal and external agencies and public relations including local and regional entities.
- Coordinates the implementation of interagency projects, developing internal and external project or program teams, guidelines, and procedures.
- Applies engineering principles and practices as it relates to design and implementation of wastewater, water, reuse, chilled water, and heating or steam projects.
-Prepares and delivers verbal and written presentations to SAWS staff and management and the public.
- Performs other duties as assigned.
- Assigns and reviews work of employees engaged in the full range of engineering and operational project or program development.
- Supervises employees.
- The Project Engineer works under limited supervision.

Preferred Qualifications:

  • Six years of progressive experience in engineering.
  • Experience preparing construction documents for water and wastewater infrastructure including water treatment plants, wastewater treatment plants, pump stations, storage tanks, water pipelines, supply wells, lift stations, and recycled water infrastructure.
