This presentation will provide an overview of how Whole Effluent Toxicity (WET) requirements and water quality-based effluent limitations are evaluated in Texas Pollutant Discharge Elimination System permitting. The session will explain the role of the Texas Surface Water Quality Standards and TCEQ Implementation Procedures in determining when WET monitoring or limits may be included in a permit and how TEXTOX is used as a screening tool to calculate protective effluent limits for toxic pollutants and determine if effluent parameters for specific toxics will be included in a permit. Attendees will gain a practical understanding of key inputs such as receiving water characteristics, effluent flow, mixing assumptions, aquatic life and human health criteria, and how these factors affect permit conditions intended to protect water quality.
