Don Burger, P.E., Tetra Tech

Discipline Leader at Tetra Tech for the last 6 years, Mr. Burger has more than three decades of experience in civil engineering. His experience includes water and wastewater treatment plants, water distribution and wastewater collection facilities, water and wastewater pumping facilities, water storage tanks, streets, drainage improvements, and site development. Since 1999, Mr. Burger has served as an instructor for Test Masters teaching exam review classes for the Civil Engineering Principles and Practice of Engineering exam. He specializes in the topics of Water Treatment; Wastewater Treatment; Hydrology, Groundwater and Wells; and Water Quality.

Rae Mills, P.E., City of Houston

Rae Mills is a Supervising Engineer in Houston Water’s Wastewater Operations Branch. She works as a process engineer at the City’s treatment plants. Rae earned a B.S. and M.S. in Mechanical Engineering from The University of Texas at San Antonio. She's a Professional Engineer and Class A Wastewater Treatment Operator in Texas.

Hector Montanez, City of Houston

Hector is a Senior Project Manager for Houston Public Works, HW Wastewater Operations. Hector has performed a variety of job functions at Houston Water, starting as a Senior Trainer providing TCEQ-approved courses for Occupational Licensing credit, and now working as a Senior Project Manager/Process Control in which he provides both technical and contract support for wastewater operations. Hector has been at the campus for over 15 years, involved in wastewater treatment (from primary to Biological Nutrient Removal), groundwater production, distribution, and process control sampling for water and wastewater operations. His dedication to helping the operator workforce earned him the 2019 WEAT Susan B. Hier Excellence in Education and Licensing Award and the 2020 APWA Drahn Jones Excellence in Education Award.

Scott Landers, EIT, HR Green

Scott Landers works as a Staff Engineer for HR Green in the Houston, Texas office. He has 1 year of experience in water operations and wastewater treatment design. Scott graduated with his Bachelor of Science in Civil Engineering from the University of Texas at Arlington. Scott is a member of WEAT, Chi Epsilon, Tau Beta Pi, and Engineers Without Borders.
