Position Description

Position Summary 

This position manages and directs the overall activities of the District’s Health, Safety, & Environmental Compliance programs, including Emergency Preparedness, Fire Protection/Prevention, Physical Security, and Risk Management (insurance).

Job Responsibilities

Provides leadership and direction to staff within areas of responsibility. Hires, trains, assigns work, evaluates and manages the performance of staff. Maintains awareness of department issues and responds to employee needs and concerns.

Develops and implements department plans, goals, objectives, priorities, and procedures that are in alignment with the strategic goals, objectives, and initiatives of the District.

Builds comprehensive, standards-based workplace safety programs and environmental compliance programs.

Oversees safety, environmental, and emergency management training programs, emergency response, and safe work procedures for all levels of the workforce across the District.

Ensures compliance with applicable regulating entities and continuously monitors industry trends and regulatory requirements to ensure ongoing compliance.

Oversees claims management for property, liability, and worker’s compensation insurance.

Manages the financial aspects of department with a focus on fiscal responsibility and cost-consciousness and in accordance with applicable policies. This includes worker’s compensation, liability, property and unique lines of insurance. Does not include employee health care insurance.

Evaluates and monitors departmental activities to ensure optimum efficiency and effectiveness of health, safety, environmental compliance, emergency preparedness (to include HAZMAT), fire protection/prevention, physical security and risk management initiatives. Makes recommendations and proposals to management as necessary.

Oversees collection, tracking, and maintaining District-wide occupational incidents, maintains risk and trend analyses.

Oversees the investigation of safety, health, and environmental compliance incidents, particularly involving highly visible and complex situations, determining root causes and compiling and producing associated reports.

Effectively serves as a leader in the organization. Works collaboratively with staff across the organization. Champions and ensures timely and effective two-way communication with employees.

Builds and maintains effective relationships with external stakeholders such as external professional associations, regulatory entities and the general public. Represents NTMWD as required.

Fosters a collaborative culture of cost-effective operational excellence, and safety and compliance first philosophy.

Participates in cross-training activities, cross-departmental sharing of knowledge and, when appropriate, cross-departmental developmental assignments.

Ensures Executive Director and the Senior Executive leadership team are promptly informed of serious events, as well as gaps, needs, or impediments to the effective implementation of the Health, Safety & Environmental Compliance program, the Emergency Preparedness program, Fire Protection/Prevention program, Physical Security and the Risk Management program.

Job Requirements

Education & Experience

Bachelor level degree in safety, occupational health, engineering, environmental science, or related field. Ten or more years of experience in administration or management of industrial safety, health, and environmental compliance programs, including experience in program development may be substituted for a degree.
Experience in managing industrial safety, health, and environmental compliance programs in industrial settings.

Five or more years of supervisory experience.
Certified Safety Professional (CSP) strongly preferred.

Knowledge, Skills & Abilities

Strong knowledge of applicable Federal, State, and local safety and environmental rules and regulations.

Skill in change management and leadership.

Skill in communicating effectively with executives, management/supervision, staff, external organizations and the general public under normal and emergency conditions.

Skill in articulating complex, sensitive and technical issues clearly and concisely.
Ability to foster teamwork and work in a team environment.

Environmental and Physical Working Conditions

Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.

Work hours are primarily spent in an office environment. Some work hours are spent in a facility, plant or outdoor environment. Work requires response to emergencies via text, email, phone or in-person during standard and non-standard hours. Work involves frequent finger/hand manipulation in using a keyboard and mouse. Work involves standing and/or walking while conducting facility inspections and investigations less than 20% of the time.

Position Salary

$129,851 - 192,180
